Jim Powers has actually managed to somehow make an entry that has yet again significantly lowered the bar for the Kelly the Coed series, a bar I thought couldn't actually be lowered further. It appears at this point that Powers truly doesn't care at all about these movies and is going through the motions until Heatwave takes away his funding, which hopefully comes soon.

In this entry of the series, Kelly (Crystal Ray returning for her second time as the titular character) has actually found the library at State University and then heads off to a dorm room to have sex (presumably to celebrate?). Which is how this title goes. There is no plot anywhere in here with vignette set-ups that barely even qualify as vignettes. Just a quick bad set-up and then jump into the sex then as soon as it is over find the quickest way to start the sex again. This is the kind of set-up one would expect from an all sex movie, not a feature.

Previously most of the entries has had some footage shot on a campus to give the movie a feel. That has almost completely been eliminated from this entry. As Powers has mistakenly tried in the past a few times, Kelly the Co-ed 16 fares no better with the sets being used. The seams of the set are visible due to the obviously hasty and poor construction job. There are doors that actually won't shut, and don't worry since video is so expensive to shoot on Powers has kept that footage for use in the final movie. Sadly that isn't the worst of the footage that Powers has chosen to use. When the set for the campus clinic is used, the top of the set and the sound stage behind is clearly visible. Again Powers has opted to keep this footage for the final product. Apparently second takes were not an option for this entry.

Even when there isn't a failure of the set, the lack of adequate attention being paid to creating them is very obvious. The weight room is completely painted in a drab gray. The classroom has six desks for students in it. I don't know of an institute of higher learning anywhere that actually has a classroom with seating for only six and with that student to teacher ratio, tuition at State University must be a bitch.

The narration for the movie, which Powers sticks in between the sex scenes to try and make them appear linked, is bad. The dialog for the poorly designed set-ups is bad. And Powers continues to show is lack of knowledge about the collegiate system with dialog in this entry that actually suggests that State University has a principal. The sex scenes aren't bad but they are the same fare we have seen in every previous entry of the series. There is no real need to watch this title nor is there any real need for it to exist at all.

Heatwave has done a poor job with the release of Kelly the Co-ed 16. Kelly the Co-ed 16 is presented in the full screen aspect ratio of 1.33:1. The picture is decent but the limitations of the source material is evident. The colors are reproduced faithfully.

Kelly the Co-ed 16 is presented with an English Dolby Digital 2.0 Stereo track, which is poor. The sound is low and there is often music over it making dialog hard to hear.

Heatwave has only included one real extra on the release, which is a photo gallery. There is also a claim of Fallen Angels as enhanced DVD-ROM content but all they have included is the trailer if you put the disc in your computer.
