^^ An individual working in the US government should only have loyalty to the US government. No non-disclosure agreement to another individual should be in effect. The US government official is bound not to disclose US secrets, but should there be conflict of interest between the boss and the US, the US takes precedent every time. Any US government official who has proof or knowledge that his/her boss committed a crime or an illegal act MUST report it immediately.
