  Get MP3Gain, an open source software which does the job nicely. From <link> : MP3Gain is open source cross-platform software to analyze MP3 files so that they have the same perceived volume. The net effect is similar to an audio normalizer, but unlike typical normalization MP3Gain does not modify the music data, but instead calculates a volume adjustment. The changes MP3Gain makes are lossless, as the program adjusts the mp3 file directly, without decoding and re-encoding.
