It was probably made sometime between the late 1970s and early 1990s, and it was not in English — maybe German, Italian, French, or Spanish. What I remember: The tone was comedic and lighthearted, not serious. Near the beginning there was an exterior shot of a castle, manor, or large estate. The next scene was inside a large wood-paneled room that looked like a courtroom, throne room, council chamber, or boardroom.
