    In the 90s and 2000s TV rules forbade softcore production companies (Torchlight Pictures, Indigo Entertainment) from showing explicit nudity. However explicit behind the scenes footage was filmed for a lot softcore productions and could be shown because it was online or dvd, which did not adhere to the rigid broadcasting standards. I think there might be hundreds hours of behind the scenes explicit and extra mile content from softcore films from the 90s and 2000s. I'm trying to find them? It would be interesting to find out what those titles are, I know that playboy sometimes markets explicit films to japan and has a more tame version for US.     I think I found the video, its maybe from www.oliversgirls.com formely known as www.oliver-klozov.com , here she has short hair and similar makeup to the scene i remember, this is the picture gallery but I suspect that there is video gallery seeing that the site review mentions that the website has videos.
